The Hannibal Central School District in rural Oswego County has had difficulties lately with its budget. As classes resumed this week, there's some positive news to report. Hannibal Physics Teacher Carol Burch has been recognized as an "Unsong Hero" by the financial services group ING for her innovative class work.
