Senate Stand Off Begins Day 11, Espada says May Vote Twice

Albany, NY – Day 10 of the stand off in the State Senate ended with no resolution, but Senator Pedro Espada, who was elected Senate Pro Temp by 32 members on June 8th, is threatening to use his presumed powers as acting Lieutenant Governor to vote twice, and break the deadlock to allow legislation to reach the floor.
