Tuesday is not only New York’s presidential primary, it also the day for two special elections to replace the disgraced former leaders of the legislature who lost their seats after being convicted on multiple felony corruption charges.

One of the races is to replace former Senate Leader Dean Skelos, a Republican who is now facing a lengthy prison term on corruption convictions.

When the state budget is approved next week it will likely not include a discount for frequent users of the New York State Thruway. The legislature has rejected Gov. Andrew Cuomo’s plan to use some of the state’s surplus to subsidize tolls.

Cheap gas prices are making consumers happy at the pump, but not everyone is benefiting from the lower prices. New York’s counties, who impose a sales tax on gasoline, have lost over $200 million in revenues.

The state of New York also charges a gasoline tax, but it’s a uniform rate of 8 cents per gallon. Counties charge a 4 percent sales tax on the price of gas.

Stephen Aquario, with the New York State Association of Counties, said they see less revenue when the price plunges from $4 a gallon to $2 a gallon, which is the average rate right now.

Gov. Andrew Cuomo’s administration has released a report that it said shows the benefits of raising the minimum wage to $15 an hour over the next few years. Business groups charge the study is biased.

Cuomo has been pushing hard for a phased in $15 an hour minimum wage, putting the proposal into his state budget and campaigning for the measure with Vice President Joe Biden.

“Every working man and woman in the state of New York deserves $15 an hour as a minimum wage,” Cuomo shouted at rally last fall.

The New York State Assembly approved a one-house bill to establish partial paid family leave in New York as Gov. Andrew Cuomo signaled he will amend his proposal to provide more money to those who take the leave.

Advocates of paid family leave, who have been lobbying on the issue for years, say movement on the matter from the Assembly Democrats and Cuomo has given them new hope. Donna Dolan leads a coalition.

But it’s mostly central New York or statewide representatives that show up -- usually for an event, or the traditional eating of a hot sausage sandwich. But this year, the state’s new speaker decided to bring a downstate delegation to take in the fair.

Assembly Speaker Sheldon Silver was arrested Thursday morning and $3.8 million in eight different bank accounts held by Silver have been frozen, as federal prosecutors accuse the speaker of running two fraudulent and corrupt schemes.

Silver was released on $200,000 bail Thursday afternoon.

Assembly Democrats say there should be more money for schools and the environment, and major changes to Gov. Andrew Cuomo’s plan to freeze property taxes. It’s all part of a one-house budget resolution, the first step in reaching agreement on a final spending plan by the end of March.
