After several years of budget surpluses, New York state tax revenue is coming in at a lower-than-expected rate.

That could affect big-ticket programs like school aid and health care as well as a multi-year tax cut planned by Gov. Andrew Cuomo and legislators.

Income tax collections are down nearly three-quarters of a billion dollars from what Cuomo’s budget division projected in April, at the start of the state’s fiscal year.

Despite pleas from a passionate crowd, the Oswego Common Council approved a budget Monday night that will eliminate 16 firefighter jobs and a city department next year. The city was facing a major budget deficit because a contract with the Onondaga County Water Authority for the sale of a water tunnel connected to Lake Ontario, which had provided the city with an annual  $1 million payment for 20 years, has expired.

A recent report from the New York State Financial Restructuring Board praised Utica officials for stabilizing the city's financial condition. The assessment came at the request of Utica's mayor and common council after they took painstaking steps to reverse an $8 million budget gap and depleted fund reserves in 2012.

The Oswego City School Board approved a $79.5 million budget Tuesday, despite opposition from several students and parents who criticized its cuts to athletic programs.

The district is facing a $5 million shortfall because of falling tax revenues, mainly due to a declining tax agreement with the Nine Mile Point Nuclear Facility, and a depleted fund balance, which is so low that state officials have asked the district not to dip into it for this year's budget.

The Oswego City School Board has passed its budget for next year, but parents and students from one school aren't happy with it.

The $79.9 million budget eliminates about 28 positions, ranging from teachers and coaches, to mechanics and custodians. It reduces other spending by more than $500,000 and increases the school tax four percent. It also postpones a voter proposition to borrow money for new buses. The cuts fill a $1.7 million budget gap, and leaves some funds in reserve for the future.

The Oswego City School District needs to close a $1.7 million budget gap and is looking at a variety of areas to cut. One thing on the potential chopping block is the Buccaneer Junior/Senior High School. The alternative school was started just two years ago, but already has great support from its students and faculty.

Gov. Andrew Cuomo’s budget director outlined more details of the governor’s tax commission's proposal to cut property and business taxes in the state.

Cuomo is under pressure from Republicans to cut income taxes, and from New York City Mayor-elect Bill de Blasio to raise income taxes on the rich. But he says the state, which already has a temporary income tax surcharge on the wealthy, needs to address its highest in the nation property taxes right now instead of personal income taxes, also known as the PIT.

Syracuse Mayor Stephanie Miner's proposed election year budget includes no increases in taxes or fees; there are also no proposed layoffs. But despite spending cuts and consolidations, the city's fund balance takes a big hit, in order to fill a multi-million dollar budget hole.

It was a positive State of the City that Syracuse Mayor Stephanie Miner presented in her yearly address to common councilors last night. But beneath the reports of economic development progress, public safety initiatives and new schools construction, lurks more fiscal challenges.

Local governments continue struggling in the wake of the recession. At a Local Government Leadership Institute meeting in Syracuse Wednesday, officials looked for answers to  some of the problems they still face following the Wall Street meltdown.
