With his former top aide facing a federal probe for potential conflicts of interest for consulting work, Gov. Andrew Cuomo has said twice now that he did not know what the former close associate of the Cuomo family was up to. Joe Percoco left state service earlier this year for a job at Madison Square Garden.

But it turns out that the governor had not one, but two ways to know if his current or former top aides have any business deals that could present an ethical conflict.

Gov. Andrew Cuomo’s explanation of some of the circumstances of a U.S. attorney’s probe into his administration has left some answered questions.

Cuomo offered a brief explanation of his former top aide’s involvement in a scandal now encompassing his administration, saying the actions of Joe Percoco were perfectly legitimate. The governor says he knew that when Percoco left his $156,000-a-year job to manage Cuomo’s 2014 reelection campaign, that Percoco would also work for private clients, but that’s all he knew about the situation.

The Onondaga County District Attorney’s office has confirmed that it is investigating the city of Syracuse. The investigation revolves around affidavits signed by two common councilors supporting a lawsuit the city brought against the COR Development Company.

The affidavits, signed by councilors Helen Hudson and Khalid Bey, claim that Steven Aiello, president of COR Development, promised not to seek tax breaks, called a PILOT agreement, on the Inner Harbor project in 2012.

“I can’t comment on that business happening with the DA,” Bey said.

Destiny USA

Two years ago, Destiny USA proposed building a $75 million hotel with about 250 rooms. Destiny is now renewing its request for a tax deal with the Onondaga County Industrial Development Agency.

It’s a slightly scaled back version of the original proposal. A $48 million project with 209 rooms. Destiny wants an estimated $6.8 million in tax relief from the county agency over the next 12 years. David Aitken of Destiny said it is about growing the region’s tourism industry.

A State Supreme Court Judge has dismissed a lawsuit filed by the city of Syracuse against COR Development.

At the center of the legal action -- tax breaks, and whether the developer promised the city that they wouldn’t seek any.

Protesters came to a new hotel being built at Syracuse’s Inner Harbor to voice their opposition to a multi-million dollar tax deal. They are upset because currently the developers are not required to hire local workers. The city of Syracuse is in the middle of a lawsuit with the COR Development Company, which has already started a $340 million mixed-use project.

Court denies Syracuse bid to regain Inner Harbor land

The city of Syracuse will not get back the Inner Harbor land it sold to the real estate development company COR. That was the ruling Wednesday from New York State Supreme Court Justice James Murphy after the city sued COR for the $44-million PILOT (payment-in-lieu-of-taxes) agreement it signed with the Onondaga County Industrial Development Agency.

The city of Syracuse filed a lawsuit against the COR Development Company after it made a tax deal with Onondaga County for its redevelopment project in the city’s Inner Harbor. Protesters are calling on the two sides to negotiate before a ruling is made in state Supreme Court.

Syracuse Mayor Stephanie Miner announced that the city has filed a lawsuit in state Supreme Court against the COR Development company for seeking a PILOT agreement with the Onondaga County Industrial Development Agency. PILOT agreements are payments that a company makes to the development agency in exchange for tax breaks. The county agency voted yesterday in favor of giving COR a 15-year PILOT agreement to construct residential and commercial properties along Syracuse's Inner Harbor.

The COR Development company is seeking 15 years worth of property tax exemptions from the Onondaga County Industrial Development Agency to build residential and commercial units in the city of Syracuse’s Inner Harbor. Some Syracuse residents were enraged at a public hearing on Tuesday that the company would try to circumvent input from elected officials.

About 60 people crammed their way into a small conference room at the county development agency. More people spilled out into the hallway. But not a single person in attendance at the meeting spoke in favor of the deal.

The Starwood group is now building two hotels in Syracuse’s Inner Harbor. Word of the second hotel came at the groundbreaking of the first.

With developers and dignitaries on hand for the groundbreaking of an Aloft Hotel in Syracuse’s Inner Harbor, Jeremy Cooper of Starwood Hotels made an announcement.

"In addition to this groundbreaking, another Starwood Hotel is being built right here in the Inner Harbor. The Element Syracuse Inner Harbor Hotel is expected to open in 2018," said Cooper.

It's been almost two years since the ground breaking of the Logeun's Crossing project on Syracuse's east side.

Upstate Medical University is combining forces with COR Development to turn 14 acres of blighted properties off of East Fayette Street into a mix of residential, retail, office and educational space. COR President Steve Aiello says they've finished tearing down the old Kennedy Square apartment complex, and can start working on the basic framework of the new neighborhood.
