Volunteer fire departments in central New York are having a difficult time getting enough trucks out of their firehouses.

When a call comes in at night, the Baldwinsville Fire Department is able to roll two trucks from each of its three stations. But district chief Tom Perkins says during the day, when volunteer firefighters are at their day jobs, it’s usually just one, "but they’re not going to be fully staffed."

Perkins says fewer volunteer firefighters in central New York also means departments no longer able to always back each other up during a major call.

While touring a firefighter station in the Southern Tier town of Vestal recently, Rep. Richard Hanna (R-Barneveld) touted legislation that would exempt volunteer firefighters from the Affordable Care Act. The announcement comes a month after the U.S. Treasury Department already made the change.

Originally, the ACA counted volunteer firefighters as full-time employees. That would have made the Vestal fire stations and others around the country responsible to provide healthcare if they had more the 50 employees.

Assemblyman Anthony Brindisi (D-Utica) is urging New York state to keep the requirement that all gas stations have fire suppressant systems above their gas pumps. The New York State Code Council has proposed abolishing that regulation, but Brinidisi says that could put drivers at risk.

"These fire suppression systems act like having a firefighter already at the gas station. So if an incident does occur, the suppression system kicks in right away, and minimizes the risk of injury or even worse, potential death," he said.

When Mahlon Irish became a Homer volunteer firefighter in 1974, it was common for 60 people to head out to a fire. Now, it can be difficult to get the 12 firefighters national standards call for to a working blaze. The decline in the number of volunteers through the years is blamed on many things -- from extensive training required to changing family dynamics. But the expense of being a volunteer is also an issue, says Irish, using the cost of gasoline as an example.

Syracuse firefighters have made a last gasp attempt to save Engine Company Number 7 from the Mayor's budget ax. Mayor Stephanie Miner's proposed budget would shutter the crumbling station, as well as cut four members from the ranks of the firefighters.
