Onondaga County is laying off 11 employees. County lawmakers voted Monday 10-7 to adjust the budget to eliminate $600,000 worth of payroll.

County officials say this is the end of a very difficult budget year. An $8.2 million deficit, created by stagnant sales tax growth and ballooning health care and personnel costs needed to be filled, and the county did it by offering $10,000 buyouts to employees close to retirement. But that still left $600,000 that needed to be cut. So Republican Legislator Pat Kilmartin says a shuffling of jobs and positions led to the 11 layoffs.

Another 80 employees at Lockheed Martin's factory in suburban Syracuse, N.Y. and 65 in Owego, N.Y. have been told they're out of a job in the second round of the layoffs to hit the sites this year.

The plan to reduce the workforce in the defense contractor's Mission Systems and Training unit was announced on Oct. 16. In all, 587 workers lost their job in the unit nationwide.

SUNY is asking the state for up to $185 million to stabilize its two public teaching hospitals. Most of the cash is needed for the Downstate Medical Center in Brooklyn. But Upstate University Hospital in Syracuse also needs millions.

Projections unveiled at the Syracuse City School District budget meeting last night could push the total number of positions the district has eliminated since 2009 to more than 1,000.

Kodak filed for Chapter 11 bankruptcy a year ago. The intervening months have seen big layoffs, pay freezes for workers, and an end to benefits for many of the company's retirees. However, Kodak also secured an extra $830 million in funding, and sold its patent portfolio.

The Syracuse school district is asking for more staff layoffs. The district will make the request for more layoffs at a special school board meeting later this week.
