State and local officials hope a new emergency declaration from the governor will improve their response to flooding along Lake Ontario, but the lake is already taking a toll.

Oswego County is embarking on its first comprehensive economic study in decades. The county legislature and Oswego County Industrial Development Agency (IDA) will split the cost of hiring a Saratoga Springs-based consultant to develop a plan for advancing the local economy. The goal is to identify impediments to economic growth and untapped development opportunities.

Michael Treadwell is the CEO of the Oswego County IDA. He says the study will also offer a fresh perspective on what existing assets the county can use to spur economic growth.

At its annual meeting Thursday, Operation Oswego County, an economic development organization, said it helped create and retain about 386 jobs over the past year. But, the focus of the event centered on saving existing jobs that are at risk.

Entrepreneurs in Oswego County could have their dreams of owning a business come true by competing in the third "Next Great Idea" business plan competition.

Austion Wheelock, economic developer for Operation Oswego County, says the competition helps establish a culture of entrepreneurism and brings jobs and business to the area.
