State Police PBA calls for probe of massive manhunt management

Oswego, NY – The labor union representing New York State Troopers is calling for an independent, outside investigation into State Police management of the search for fugitive Ralph Phillips.
Phillips escaped from a Buffalo-area jail in April. In June...Phillips was accused of shooting a State Trooper. The trooper later recovered. In August, the search intensified but police failed to capture Phillips before two other troopers were shot and wounded. One later died.
